Caroline Kelley primarily practices municipal law as City Attorney, General Counsel and Special Counsel, handling a wide array of legal issues. For fifteen-years, Ms. Kelley served the City of Missouri, Texas (with an estimated 74,000 pop.) as an attorney, seven of those years as an Assistant City Attorney and the last eight years as the full-time, City Council-appointed City Attorney. She provided legal counsel to city council, boards, commissions, and staff in all aspects of the law affecting municipalities. Ms. Kelley developed, prepared and approved ordinances, resolutions, contracts, deeds, easements, briefs and settlement agreements. She also managed four attorneys and support staff as City Attorney. In her long tenure with Missouri City, she gained invaluable and extensive experience in all operational aspects encountered when operating a Texas municipality. Prior to serving Missouri City, Ms. Kelley spent five (5) years serving the Texas Workforce Commission as a Hearing Officer handling complex hearings involving matters such as fraud and misapplication of wage credits and exercised state-wide jurisdiction. Ms. Kelley also served the Court of Appeals, Third District of Texas (Austin) as a Briefing Attorney assigned to former Justice Mack Kidd. Ms. Kelley earned her Bachelor of Arts in Political Science and Business Administration with high honors at Baylor University in1988. She earned her Juris Doctorate at New York University School of Law, and was admitted to practice law in Texas in 1992.
